Scott Roth

Scott Roth is responsible for driving company and customer growth by developing winning teams to excel in serving the unique needs of major clients. Roth brings an enterprising spirit, extensive sales and staffing experience, and passion for solving complex staffing requirements.

Roth propels consistent growth for companies and clients by building production-based programs, applying deep knowledge of and analysis of industry trends, and strategic planning and forecasting. He also dedicates himself to shepherding the next generation of leaders and fostering growth within the teams he oversees.

Before joining Hire Dynamics, Roth held leadership positions including COO and later CEO of Trace Staffing Solutions prior to its acquisition in 2019. He grew accounts by providing strategic talent solutions to companies. He also spent 15 years building top-performing sales teams and creating a loyal employee and customer following in the industrial field.

Roth earned his bachelor’s degree in communications, physical education from the University of Maryland, College Park. He has previously served as a board member for South University in Savannah.

Billy Milam

When Billy Milam speaks of the Hire Dynamics team as family, colleagues know that he means it.

As Chief Executive Officer, Milam leads the growth of Hire Dynamics with decisive focus on and investment in its people. He honed his operations acumen and leadership approach over 22 years with RaceTrac, where he rose to the role of president and COO based on his commitment to operational excellence and people-first leadership perspective.

He joined Hire Dynamics in October 2019 to propel its strategic growth and steward its award-winning workplace culture. That year, Milam shepherded Hire Dynamics through its next major growth phase following the acquisition of Savannah-based Trace Staffing Solutions. His leadership guided Hire Dynamics as it grew its revenue and employee base by a third, extended its geographic footprint across Georgia and the Carolinas and become the largest commercial staffing company in the Southeast. Milam led the integration of the newly acquired employees into Hire Dynamics’ business processes while fostering a unified workplace culture. 

His transparent and highly approachable leadership style facilitates candid employee dialogue, resulting in meaningful HR programs and outstanding staff longevity. Today, Hire Dynamics surpasses industry standard employee retention rate averages by 30% and promotes 70% of its management from within.

In 2020, Milam was named Most Admired CEO, professional services, by the Atlanta Business Chronicle. He was also named a Glassdoor Top CEO in 2021, ranking 35 of the 1.5 million employers reviewed. His dedication to each employee’s personal and professional development is a key factor in Hire Dynamics being named a ClearlyRated “Best of Staffing for Client & Talent Satisfaction for 12 years in a row and named a “Best Place to Work” 39 times in all of our major markets branches.

Milam holds an MBA in finance from the University of South Carolina and a bachelor’s degree in architecture from Clemson University. He serves on the boards for Clemson/IPTAY and Wesleyan School and is an active member of the Young President’s Organization (YPO).

Jon Neff

Jon Neff and his former college roommate Dan Campbell had a novel idea in 2001. What if a staffing business put people and partnerships first to help individuals and organizations meet their goals, rather than just fill gaps?

They launched Hire Dynamics to accomplish that mission, and the concept resonated with businesses and talent alike. Over two decades, Neff has guided the company he founded to exceptional growth, expanding it into the third largest staffing company in the South, with 50 branches. Among its many accolades, Hire Dynamics has been named to ClearlyRated’s “Best of Staffing for Client & Talent Satisfaction” for 12 consecutive years.

Known as an exceptional leader, teacher and problem solver, Neff established the values that guide a dynamic company culture: putting people at the forefront and providing exceptional customer service. He is also a sought-after expert on labor market issues and workplace of the future, speaking at industry conferences and sharing insights with national media. 

As Chief Operating Officer, Neff currently oversees company growth and drives innovation. In this role, Neff led the launch of Work4HD, one of the first mobile applications in the staffing industry. With more than 30,000 users in its first year, the app accelerates connections and communication between candidates and jobs.

Until 2019, Neff held the role of company Chief Financial Officer and was named “CFO of the Year” by the Atlanta Business Chronicle for exceptional management of the company’s financial growth and planning in relation to industry trends. He is a certified public accountant and serves on the board of Junior Achievement of Georgia, 21st Century Leaders, Inc. and is a past board member of the Atlanta Chapter of Financial Executives International (FEI) and the Georgia Chamber of Commerce.

Prior to co-founding Hire Dynamics, Neff spent eight years with KPMG as a senior manager in the assurance practice working with technology clients in both the U.S. and Europe. He graduated summa cum laude from Millsaps College with a degree in accounting and earned his Executive MBA from Emory University’s Goizueta Business School.

Kim Wallace

Kim Wallace found opportunities for growth within the staffing industry that she ensures others discover, as well.

As chief growth officer, Wallace leads all locations of Hire Dynamics, overseeing more than 500 employees across seven states and supporting some 2,000 clients. She draws on her more than two decades of creative, solutions-oriented approaches to workforce optimization to achieve exceptional results, both inside and outside the company. An expert on workplace culture, smart business growth and cultivating women’s business leadership, she leverages her passion for helping individuals find meaningful work to innovate and transform industries that rely on staffing. Through signature programs like a Women in Leadership professional development workshop series, she elevates the staffing experience for talent and clients alike.

Over her 14 years with Hire Dynamics, Wallace has been an energetic force behind its industry-surpassing double-digit growth, consistently engaging with branch leaders, clients and prospects to proactively support their success. Her contributions to the Hire Dynamics culture are visible in the company's ranking as a ClearlyRated “Best of Staffing for Client & Talent Satisfaction” for 13 years in a row and named a “Best Place to Work” 39 times across several branches. In 2019, Wallace was recognized as one of Staffing Industry Analysts (SIA) Global Power 150 – Women in Staffing. 

Wallace had extensive multi-location management experience before joining Hire Dynamics, serving as a regional vice president of the southeast for a national staffing company and as a regional manager for a national call center, manufacturing and logistics firm. She also deepened her industry knowledge through sales and client service roles at Georgia Pacific.  

Active in her local and business communities, Wallace serves on the board for the South Carolina Upstate Alliance economic development organization and volunteers with the Next Generation Manufacturing (NGM) Women in Manufacturing committee and Junior Achievement of Georgia. She is a member of the Society of Human Resource Management (SHRM), the Council of Supply Chain Management Professionals (CSCMP) and the North Carolina Regional Partnership. She holds a bachelor’s degree in public relations from Georgia Southern University.   

Will Costolnick

Driving growth strategy, technology innovation, and culture, Will Costolnick colors outside the traditional CFO lines to ensure Hire Dynamics scales to meet the needs of clients and employees today, and in the future.

His technology leadership transformed efficiency for Hire Dynamics, removing cost and increasing value through a combination of new systems integration and restructuring of processes. Introducing robotics, predictive analytics, and intelligent tools, Costolnick continues to boost Hire Dynamics’ performance for clients and connectivity to talent at every touchpoint.

Costolnick holds consistent responsibility for financial reporting, budgeting, and legal and insurance matters for Hire Dynamics, as well as IT and facilities functions. Using data-driven insights, he sets standards for the nearly 10,000 team members the company puts to work each day at more than 1,500 locations. Throughout major growth initiatives, including major acquisitions, Costolnick runs point on aspects from due diligence to supervision of back-office systems, maintaining quality performance for all.

His strategic approach to the health of all company functions fuels its dynamic culture. Costolnick actively supports the emphasis on a management style that focuses on transparent, real-time communications and empowering employees at all levels. 

Costolnick often shares his expertise in building scalable businesses, structuring financial teams, managing for growth, and leveraging technology and has been a featured guest on “CFO Thought Leader” podcast.

His extensive financial and operational background includes eight years of increasingly senior roles at Lexis/Nexis Risk Solutions, including director of finance. He also held financial roles with PrintPack, Inc. and Grant Thornton’s audit practice. He is a CPA with an MBA in corporate finance from Georgia State University and a bachelor’s degree in business administration in accounting from Kennesaw State University.  He is also a graduate of the McCracken Alliance Leadership in Finance program and is Six Sigma Green Belt certified.

Sonya Buckley

Sonya Buckley’s mission is to create meaningful and engaging experiences that inspire employees and talent to grow with Hire Dynamics. With her people-first vision and drive to make the company “the number one staffing company you would refer to a friend,” she has helped make Hire Dynamics a consistent leader on Best Places to Work lists across the South, while managing rapid growth.

Buckley’s leadership in securing and retaining high-performing employees is essential as a Hire Dynamics’ key differentiator: client and talent satisfaction scores that are well above the staffing industry average. Her expertise in building a “best places to work” environment, leadership development, cultivating culture, internal and external recruitment, and DEI initiatives make her a sought-after C-level executive advisor and HR industry panelist.

Over more than 16 years of service to Hire Dynamics, Buckley transformed the company’s talent acquisition process to support tremendous growth and scale, establishing a deep bench of talent and reducing open positions. She has been integral in developing a company culture that supports a growth mindset, customer success and simplicity. Supporting all Hire Dynamics branches, she provides local leadership with tools to identify and recruit top talent while making the hiring process more efficient through “top grading” methodologies, which drive quality performance and stronger financial results.

In 2020, Buckley was named one of three finalists for Chief Human Resources Officer of the Year in the HR Excellence program from the Atlanta Business Chronicle and SHRM-Atlanta (Society for Human Resource Management). The program recognizes extraordinary HR professionals’ impact on company culture and achievement. Buckley’s acknowledgement included her exceptional efforts helping employees and clients navigate new remote team environments with agile and affirmative leadership. 

Buckley’s career path included more than a decade in sales and management roles with Randstad and Spherion, where she defined best practices for training, leadership development, and recruitment methods. She is a former Georgia Staffing Association (GSA) president, an active member of the American Staffing Association (ASA) Women in Leadership interest group and holds a bachelor’s degree in business administration from Penn State University.
